It’s yet another unnecessary comparison between Rose and Martha, and it doesn’t even make sense. How does the…
What makes you think he was talking about Rose? Obviously he meant Chang Lee. Chang Lee could absorb the Time Vortex.
He could tell just by looking at him that this was someone who could absorb the Time Vortex. That’s why the Master liked him so much. The fact that he never actually did so (at least on screen) is immaterial. He could have.
Other companions who could probably absorb the Time Vortex (in no particular order):

2. Charlotte Pollard
3. C'rizz
4. Compassion (obviously)
5. Frobisher
6. Romana
7. K-9
8. Alan Turing
9. Ace McShane
10. Adric
11. Abby
12. Mel Bush
13. Fey Truscott-Sade
14. Barbara Wright

16. Jenny (the Doctor’s Daughter)
17. Miranda Dawkins (also the Doctor’s daughter)

And of course, the Doctor himself once absorbed the Time Vortex.
Now, it’s important to note that not being able to absorb the Time Vortex doesn’t make someone useless by any means, and Martha proved that. It’s not a knack everyone has, but there are lots of other valuable ways to contribute. But I can’t imagine that Rose is the only companion the Master could have meant.
(but yeah, the original point that Martha deserved better than to have the show force her to stand in Rose’s shadow again is well taken; I’m just amusing myself)
