Colm Meaney’s accent is very distinctive, and instantly placeable for most Irish people. And it’s not Killarney, which has it’s own distinctive accent. That’s Northside Dublin.
It’s kinda like casting someone with a prominent Brooklyn accent and claiming the character is Texan.

What if his bad luck started early in life? Like, he was born early while his mom was visiting a friend or something, and of course she went into labor then because he is destined to a life where all the crap happens to him.
His family also could’ve moved when he was very young, but I like my theory better.
Memory Alpha says the aired dialogue was replaced with Dublin so maybe Colm explained this to the writers.
