In Inter Arma Enim Silent Leges, after Sloan leaves Bashir’s quarters, Bashir goes takes a phaser from a chest of drawers and follows him.
But… we’ve seen how weapons are kept on DS9. In Hard Time, we see that phasers are kept locked away, and lockers require a code to open.
So how come Bashir is allowed to keep one in his sock-drawer? The answer, I think, must be that he’s not allowed to do that. His run-in with Section 31 has made him (understandably) paranoid, so he’s acquired a phaser without anyone learning about it. Maybe he stole it from a weapons locker, kept it after an away-mission, hacked a replicator, bought one off Quark…Whatever nefarious means he got it through, Garak would be proud (but also concerned).

I love this book so much. I love how the clues really lay between the lies – I mean the lines (for all the difference it makes). And now I need to watch Second Skin again to watch that handsome smug bastard of Entek being a handsome smug bastard and getting the fate he made himself deserving of (I do like Entek).
