I picture them in 1800s-type men’s style bathing suits, but the first option opens up so many new possibilities! Maybe that’s like the speedo of swimsuits - slutty but technically socially acceptable.

I think it really depends on the context.
I was thinking in terms of public beaches. Considering what we see of Cardassian clothing, it seems to be the norm to cover up. Swimwear isn’t just about keeping your junk from being on display, of course, and other parts of the body might also be seen as inappropriate to show off, the most obvious being the chula.
That being said, I think that within families, nudity is not taboo, even between grown-up siblings and cousins etc. If you’re going for a swim with your extended family somewhere there’s no one else, swimming nude might well be way to do it.
